These were comments he made before the House Comm. on Ways and Means
during the hearings on The National Firearms Act of 1934: H.R. 9066,
73rd Cong. 6, 13, 19 (1934), 73rd Cong. 6, 13, 19 (1934)

IOW; it was about machine guns, short-barreled shotguns, short-
barreled rifles and weapons which became labeled as "Any Other Weaons"
by the passage of NFA`34.

It was not about handguns, "normal" shotguns or rifles: and not even
the semi-automatic rifles of his day.

Baxter: what you did here is known as "Lying By Omission;" and it a
typical gun-controller propaganda method:

“Assault weapons—just like armor-piercing bullets, machine guns, and
plastic firearms—are a new topic. The weapons' menacing looks, coupled
with the public's confusion over fully-automatic machine guns versus
semi-automatic assault weapons—anything that looks like a machine gun
is assumed to be a machine gun—can only increase the chance of public
support for restrictions on these weapons. In addition, few people can
envision a practical use for these weapons.“
