Who is more cruel the United States or Iran? Well how do you measure
cruelty?

There is no objective way to measure cruelty. But if I had to guess I
think the United States has a larger potential for cruelty than Iran
as the United States is bigger and more technologically advanced than
Iran. So I'll have to go with the United States.
