Mr. CAMPBELL, Following is a brief history of Criminal Complaints
I have, in the past, charged JOSEPHINE COUNTY SHERIFF'S DEPUTIES AND
OREGON STATE POLICE TROOPERS with criminal offenses which have been
refused to be acted upon by yourself and your predecessor, former
JOSEPHINE COUNTY DISTRICT ATTORNEY  CLAY E. JOHNSON,  It is an outrage
that you and your predecessor have used your public office to flaunt
the law and cover for the activities of State, County and Municipal
Police Officers committing crimes on the Highways of JOSEPHINE COUNTY.

Mr. CAMPBELL, I recently sent you and OREGON ATTORNEY GENERAL JOHN
KROGER via certified mail " A Call For Justice"

     "The present issue of "Oregon State Police Policies Mix Accident
Investigation with Piracy On The Highways"

outright theft by government under color of law."

     Our law enforcement officers are committing acts of piracy and
robbery on the highway via the umbrella of Corporate  government
Policy sanctioned impounds and returning the "booty" to their masters,
the policy makers.  These Law Enforcement officers are being placed in
financial harms way via their private unlimited commercial liability
when they are ordered to follow and enforce, unlawful,  arbitrary
policies under threat of losing their jobs.

   Nowhere is such theft made clearer than in this instant case.  The
bike was NEVER registered with the STATE OF OREGON, therefore it, the
STATE,  had no proprietary rights over it.  Proof of that statement
lies in the fact that I possess the "Manufacturers Certificate of
Origin" which shows it to be my property, free and clear, with no
liens by any other legal entity, government included.  

    I attempted to show "WALKER" the "Manufacturere's Certificate of
Ownership" information, but he refused to look at it.  By the States
Own policy, the bike did not meet any of the criteria for impound yet
it was taken.  

   It is indeed noted that JOSEPHINE COUNTY LAW ENFORCEMENT OFFICERS
will no longer arrest me for the same offenses for which I was
originally held hostage for 128 days in 2002 for the presumed
crimes/debts of another..  Why? Because Your office, The Attorney
General's office, the Judges of JOSEPHINE COUNTY would have to answer
the 23 questions of JURISDICTION over this Living, Breathing,
Flesh-and-Blood, Sentient, Natural Man, under oath or affidavit, which
ALL HAVE REFUSED TO DO.

   They now have resorted to stealing my various automobiles and
motorscooter, my "usual conveyance for travel", and cause me impound
fees which have risen to $1500 dollars cumulatively over the last 7
years.  It is Modern day Piracy -- Theft by "Color of Law."

   The clarity of the " Prima Facie" theft lies in the "Manufacturer's
Certificate of Origin."  It show a clearcut case of theft since the
State had no prior claim of ownership upon it as it would had, were
the bike Registered and Licensed.  

   A copy of this is being sent to the OREGON ATTORNEY GENERAL'S
OFFICE.   Between the two of you, I expect criminal investigation
prosecution charges lodged against OREGON STATE POLICE TROOPERS
"WALKER" and "LEE",

   I Demand Justice be served.   Contact me and I shall respond to
your office to Sign the charges against these Law Enforcement
Officers.
