At Approximately 11:10 AM, June 6th, 2009 I, Raymond Ronald
Karczewski� was Travelling South on Hwy 199 at approximately 20mph on
my Piaggio Motorscooter. in downtown Cave Junction in front of Taylors
Sausage deli/restuarant, when HERTEL driving in the left lane,
without signalling swerved into the Right lane that I was occupying.
I braked hard and lost control of the bike taking a spill. in
avoidance of a direct collision. HERTEL FULLY ADMITTED TO FAULT IN
THE ACCIDENT . I suffered multiple abrasion on body, legs and arms.
Deep Lacerations upper left forehead, and broken ankle. I refused
ambulance service, but later had a friend take me to the Hospital for
treatment. Pictures of the injuries were taken by Trooper Walker.
I thought I was alright and since my bike is self-insured, HERTEL and
myself were at first going to settle on the scene but the damages were
too great on the bike. The State Police were called on the scene. A
BLM enforcement officer was first on the scene. followed shortly by
the ambulance.
A full statement was given by both HERTELL and myself to Trooper
Walker and was recorded . As in past traffic stops, I advised WALKER
that I was not required to have an Oregon Driver License, as I was
using the motorscooter for private travel and was not engaged in
Commerce. Nor was I required to have Registered OREGON State Plates
on my PIAGGIO, as I presented him with the Original Manufactureres,
CERTIFICATE OF ORIGIN given to me at time of purchase by the
dealership, showing the State had no financial interest in the bike
and thus Registration was therefore not required. I showed Walker all
of my UCC paperworks showing that I was not a subject of the State
Corporation and its regulatory policies government Commercial Use of
the Highways. He ignored them.
The Piaggio was on private property, did not pose a traffic hazard,
nor was it fully disabled, and I had committed no crime. These removed
the general cause for impouindment by Law Enforcement I called a
friend to take it home for me as Trooper Walker indicated that
computer records show that my License has been suspended. I called a
friend to take the bike home for me as WALKER had not yet decided to
IMPOUND IT.
I advised WALKER that the information on the police computer of my
suspension was bogus as I rescinded my Oregon Driver license in 1999
and I have not had a ODL for 10 years, therefore there was no license
to be suspended by the STATE.. On Sept 5th, 2002, I was arrested at
gunpoint for the same bogus charge. See:

It shows the scam of District Attorney CLAY EDWARD JOHNSON. telling
Judge how to do her job and demanding that I sign a notice of
Suspension before they will release me from Jail.. I refused to sign
it, and JOHNSON stated that I could not be released until such notice
was signed Judge BAKER assured me that it was a notice of suspension
and does not constitute an admission of guilt on my part.. She said
it had not bearing on anything other than a paper which implied I was
suspended. This, even though no such license existed to suspend since
1999. The court records will show that I was coerced into signing the
Notice.. IT IS THAT DOCUMENT WHICH is the basis for the information
contained in the Police Computer which "authorizes" Oregon Law
Enforcement officers to Impound my automobiles. Judge BAKER stated
that signing or not signing the document has no bearing on my license
being suspended. Based on this issue, Commercial defaults have
proliferated when THE COURTS DISTRICT ATTORNEY, SHERIFF, and ATTORNEY
GENERAL have refused to address the questions of JURISDICTION over
this Living, Breathing, Flesh-and-Blood, Sentient, Natural Man

On the sentencing court record, I rejected the sentencing contract.
I have not appeared in any courts arising from thses unlawful Traffic
Stops which have infringed upon my Right to Travel. and I have not
paid a cent in fines, court costs, assesessments etc, even when judges
reduced the charges from Driving with a Suspended Licensed to failure
to present a license filing a fine of $8.

I did not pay any monies to the court. I spent no time in prison. I
spent no time under probation. I was set free and never brought
before the courts again. I did not accept any contracts for
probation, and I continue to do the very things for which I was
arrested originally, and they will not arrest me and/or bring me
before a court because they would have to answer the question of
JURISDICTION. Pay attention to District Attorney CLAY EDWARD JOHNSON
coercing a signed contract in order to release me from jail. District
attorney JOHNSON along with two judges and Sheriff were forced into
retirement as a result of their handling of my case, yet for the last
7 years, the bogus suspension Information remains on the Police
computer.
What Proof do I have that my position is sound in Law and the State of
OREGON and County of JOSEPHINE has been caught with their pants down
for exercising Unlawful, UnConstitutional "Color of Law" Corporate
policies. IT IS THE FACT THAT THEY WILL NOT ARREST ME AND BRING ME
BEFORE A JUDGE EVEN THOUGH I have refused to appear in court on the

challenge the court to prove JURISDICTION over those who gain their

A release statement of the impounded motorscooter from Police Custody
was sought from the Oregon State Police Office in Grants Pass Oregon..
The gal at the OSP office was cooperative but stymied by being
presented with a "MANUFACTURER'S CERTIFICATE OF ORIGIN" the primary
document showing ownership which supercedes all other document such as
the State issued CERTIFICATE OF TITLE.
She had never seen one before. She had made a call to her supervisor
in another office and apparently was ready to release the bike. when
OSP Officer MELAHN, arrived on the scene. All terms for release of
the bike were met but MELAHN interfered with his personal opinion that
since the Licensed Driver to whom the bike would be released (Bill
Melcher) did not have a "motorcycle endorsement" he would not
authorize the release of the bike.
This was so, even when advised that the bike was inoperative and was
to be towed to the Shop for repairs, by the same company which now
held the bike in storage. MELAHN was advised that with each passing
day, storage fees are mounting, and to quibble over such a
"technicality" was counterproductive in reasonable transactions.
Nevertheless, he refused to budge. I guess he forgot that he works
for the People, i.e., me. This is the encroaching disease of servants
who overstep their boundaries of authority and believe themselves to
be masters over the Sovereign People.

6-9-09, 3:20 PM I returned home from Paragon Orthopedic to phone
message from #1. She was not available and I was switched to #2. A
recorded interview was made regarding the facts of the Incident. What
was lacking in the statement made to MC CARTY was Hertel's statement
was that he accepted full responsibility for the incident in making
an unsignaled lane change into my lane, indicating I was in his blind
spot and he did not see me. Hertel acknowledge responsibility to OSP
Officer WALKER. Mc CARTY handled himself professionally throughout
the interview.
June 9, 2009, Adjuster #1 called back. Said they would cover medical
bills and damage to the bike. I authorized her to contact Paragon
Orthopedics for their medical records. She said however that Pain and
Suffering probably would not be covered, because of Oregon Law
requires that all operating a motor vehicle secure a drivers license.
I briefly told her of my situation with the State of Oregon,
regarding, the Right to Travel vs. the License to Drive. She stated
she was aware of the general issues of Travelling vs Driving. No
agreement was reached until full medical expenses were tallied. She
stated she would contact OSP regarding release of the inoperable bike
to be towed to NAUMES Motorcycles 2233 S, Pacific Hwy. Medfod 97502
for repair.
From a Lawful Standpoint, the OSP, by impounding the bike when they
were made aware of the facts, but ignored that the Manufacturers
Certificate of Origin removes any question that the STATE OF OREGON
had any possessory rights to the bike, as they do when Auto
Dealerships routinely send the MANUFACTURERS CERTIFICATE OF ORIGIN to
the State which then holds first right to the vehicles while giving
the purchaser limited fiduciary rights. In other words the State owns
the vehicle and in turn gives the purchaser license plates and a
CERTIFICATE OF TITLE, . This is what gives them the authority to
impound vehicles on traffic stops.
That is the scam, I have been trying to expose for the last 7 years
with my questions of JURISDICTION. It is a MULTIBILLION DOLLAR SCAM.
Since I am not a 14th Amendment citizen, nor subject to the Corporate
State and their policies which masquerade as "Color of Law" The
government and their Enforcement officers have no rights to the bike.
The impoundment of vehicles apply only to those individuals who are
engaged in commerce while using the public highway and/or those who
waive their rights and consent to granting JURISDICTION by applying
for a Corporate State license.
Hence in the present case, the OSP, JOSEPHINE COUNTY SHERIFFS OFFICE,
AND GRANTS PASS PUBLIC SAFETY ALONG WITH DMV are conspiratorially
committing Fraud, Theft and Piracy every time they stop, arrest,
and/or cite this Living, Breathing, Flesh-and-Blood, Sentient Natural
Man of the Sovereign People for private policies which have no bearing
on ONE who is not subject to CORPORATE domination. That is the Law
issue involved in my case.
Laws are made to protect the people from overzealous government, whose
rules and regulations serve themselves. the Corporation, not the
people they take an oath to serve.. Such policies mechanical in nature
trample over the rights of the people. That's the situation Americans
now find themselves in.
Is anyone paying attention?
