Clinton tells Republicons - "Put the money where your rhetoric is."

The Clinton administration have finally accepted the idea of a cap
gains cut and a limited inheritance tax cut. As a olive branch to the
conservatives, they have geared it so it won't be construe as favoring
the rich. Wouldn't want those misunderstood wealthy folk to be labled
as only being out for themselves, would we?

The Clinton plan has a graduated the cap gain cut, with the top
bracket getting a reduction from 28% to 27.7% instead of the 20%
proposed by the Republicons. The lower your tax bracket, the more cap
gains relief you get. The 39.6% bracket would pay an effective 27.7%
rate for investments held at least 1 year. The 28% tax bracket would
pay 19.6%, while the the 15% tax bracket would pay 10.5%. This will
really help out all those middle and low income people who the
conservatives claimed were the real target of this cut.

Also, the inheritance tax exemption for farms and small businesses
will be raised $900,000 while the $600,000 estate exemption will
remain as is. This is a well thought out proposal that will aid the
people the conservatives claim they are trying to aid without
burdening the wealthy with the stigma of being greedheads.

Also, central to the Clinton plan is nearly $35 billion in tax cuts
designed to encourage higher education. It gives a maximum $1,500 tax
credit in 1998 and a 20 percent tuition tax credit for the third and
fourth years of college and would not be available for the wealthy.

Again, mercifully sparing the wealthy the stigma of being labled
obnoxious greedheads who are only out for numero uno.

Another key part of his plan for middle class tax relief, is the plan
to give lower- and middle-income families with children under age 17 a
$400-per-child credit next year. The tax credit would rise to $500 per
child in 1999 and in 2003 children up to age 19 would be eligible. It
would be partially refundable to those who pay little or no taxes.

This plan will allow the conservatives a chance to put the money where
their rhetoric is.

Do you really thing there's enough funds to satisfy all the
republicans, I mean we're talking one hell of a lot of rhetoric here.

How can you "refund" to people who pay no taxes! That is a no-brainer
to me. If you want to raise welfare payments or make some other funds
available to the poor do it in some other bill but do not not call it a
tax refund. It is silly. yasmin2
