No the real reason is because the ACLU would have had the hide of anyone at
CIA having any knowledge whatsoever of dudes in USA (search for Able Danger,
San Diego 2000)Yeah there were turf wars, but this is criminal negligence if
one group knew and didnt tell.

Ok, I havent addressed the Putin issue, but I have a question.
What successful prophecies are in the book?If it turns out Obama becomes
President, I would consider what the person wrote in 1926 to be an excellent
candidate for a real prophecy fulfilled.

According to theory, abuse of U.S. citizens would fall under the official
jurisdiction of the FBI, rather than the CIA. The responsibility
of the CIA would be for abuse of foreigners in strange countries,
such as for example to abduct persons on the streets of German cities.
I would agree that any distinction between "foreign" and "domestic"
terrorism would be artificial and counter-productive. Everything is
blurred together. Terrorism is an globalized as McDonalds or RJ Reynolds,
and almost as harmful to the health, so it is necessary for all intelligence and
law-enforcement organizations to have a global orientation.
However, anyone who thinks that the CIA has really been restricted
to abuse of citizens abroad is simply naive.
