HEAD: That 1,990-page Democratic health care bill? It's longer now; includes
new government controls

It's become common practice to refer to the House Democrats' national health
care bill as being 1,990 pages long. That's true of the bill introduced last
week by Speaker Nancy Pelosi. But now Democrats have added a 42-page
"manager's amendment" to the bill.
Some of the new language in the amendment replaces material already in the
bill, but there are enough new provisions to ensure that the bill is now
more than 2,000 pages long. And there will likely be even more additions to
the bill before the final debate.
What's more important is what is in the new amendment.
Much of it reflects Democrats' concerns that their bill would cause an
increase in health insurance premiums. Remember when the House leadership,
the White House, and sympathetic media commentators everywhere attacked the
insurance industry for predicting that the Democratic bill would cause
premiums to go up? The manager's amendment is, in effect, the House
Democrats' admission that it would do just that.
Their answer: more government control. The new language sets up a process
for the government to monitor "unjustified premium increases" and threaten
insurance companies with exclusion from the government-run Health Insurance
Exchange if they exhibit a "pattern of excessive or unjustified premium
increases." The government, of course, will determine what is "excessive" or
"unjustified."

The rightarded are incapable of offering any mechanism that would control
the outrageous price of health care for _ALL_ Americans. That is the
bottom line. If the price is going to be controlled in any way, it will
take government to do it. The Republican plan (a weak attempt at
diversion) does absolutely nothing to control costs and according to the
CBO will do less to reduce the budget deficit.
Slapping at the Republicans the Democrats characterize the Republican
"town hall" meeting as: "We're planning a twelve second town hall to
explain every last detail of the GOP health care plan," Democratic
National Committee spokesman Hari Sevugan said in a statement. "According
to the non-partisan Congressional Budget Office, the Republican 'plan'
would do no nothing to stop insurance companies from denying care to
Americans with pre-existing conditions or other profit protecting
practices, do less to reduce the deficit and leave more people without
insurance than there are today. They might as well call it the Do Nothing
Act of 2009."

More distraction. The lefties are screeching that universal single payer
isn't what the bill does while the rightarded are screeching the same old
song as always concerning the EEEEEEEEEEEEEEVVVVVVVVVIIIIIIILLLEEEEEE
government. The bill is pretty well balanced.
Fraud and such is already illegal. So putting that in the bill would be
political tap dancing and otherwise accomplish nothing. And I think the
tort reform issue has been recognized and will be dealt with outside the
bill. The bill grew to 1900 pages primarily trying to make the
Republicans more comfortable and their position shows that they do not
bargain in good faith.
