Hispanics are underachieving academically at an alarming rate, the
authors report. Though second- and third-generation Hispanics make
some progress over their first-generation parents, that progress
starts from an extremely low base and stalls out at high school
completion. High school drop-out rates—around 50 percent—remain steady
across generations. Latinos’ grades and test scores are at the bottom
of the bell curve. The very low share of college degrees earned by
Latinos has not changed for more than two decades. Currently only one
in ten Latinos has a college degree.

What does this have to do with "I.Q" as the subject line indicates?
Btw, there are 10th and 11th generation "Hispanics" that are also
underachieving, and it does not have anything to do with I.Q. I
personally
know "Hispanics" who have genius I.Q.s and fit into your description
of
"underachieving' and not college grades. These I speak about have
I.Qs
of over 140, and are from 11th generation to the present.
It has nothing to do with I.Q., or immigration.

Every study that I have seen confirms strong correlation between IQ
and school grades. This does not mean that IQ is perfect yardstick of
intelligence, or that schools are best sources of education.

A feature of this paper is news about the Public Schools progress in the
No Child Left Behind periodic tests. Since successive members of the
Arlington County board have fostered a "welcoming society" to the hordes
of 'newcomer' families into the County., somebody thought it would be
nice to publish in this public paper results of these NCLB tests.
Showing what great schools the County has.
I believe they have stopped the practice but not sure. In any given
grade they would report on the progress of the major racial
classifications, of the children. We have plenty of Asian children in
the county schools ,, from Vietnam and Korea,, but they are not
identified in these tests breakdowns .
The racial breakdowns are White,, Black,, and Hispanic... no others. At
this late date, I seem to recollect the scoring breakdown was given as
percentages "Meeting or Exceeding" the test NCLB requirements
established for the State of Virginia. The 'scoring' was given as the %
of each racial classification of the pupils in each grade level who took
the tests that particular year= how well they did on meeting the
'standards'.
You could Absolutely Depend on any forecast of the results. In every
school, in every subject. the white kids scored highest, and Well Above
the Hispanic kids who scored 2nd and then the Black kids who scored
last. As I said, in every class, in every school, in every subject that
was tested. This was true. In all the issues of that paper that carried
these NCLB articles.

~ BTW ~ I.Q. is Not a 'normally distributed' scoring variable, subject
to plotting as a 'Bell Curve'. The book of that name brought down
Ridicule on the heads of the authors for 'fudging' the results of I.Q.
tests where they 'adjusted' the results of these tests by tailoring the
questions asked so has to have Bell Curve results. The Bell Curve mania
is a Basic Mistake in virtually all I.Q. testing going all the way back
to the 1920's. The range of human intelligence is now known to follow a
"Skewed Normal Distribution ,, Asymptotic to The Right"
