That is a shocking state of affairs, and in part must be blamed on the lack
of a needle exchange program. Something that other countries implemented
ages ago.
Other Western civilized countries have a much less incident of HIV infection
than the US but Herr Bush and his religious Reich cronies have prohibited
the use of condoms in the in overseas AIDS program and are trying to limit
the use of condoms in the USA insisting on the abstinence only system, that
simply does not work in preventing HIV infections.
Abstinence only works fine as long as unmarried people do not have sex, but
we all know they do and of course that the married people do not fool
around, again we know they do.
Other Western civilized countries use education to limit the numbers of
people getting infected, and it works much better than the US system, you
only have to look at the numbers of people getting infected.
