Actually, it was President George W. Bush who signed the bill lifting
the HIV travel ban into law back in 2008. Why he bothered is a
mystery, since it certainly didn't win him or his party any support
among the gay community.
Just another one Emperor Bush's policies that Chairman Obama has
decided not to Change™, yet rightarded Bush-worshipers like you
criticize him for it.
