Vote Comes as Democratic Leaders Broker Compromises and Consider Plan to
Broaden the Popular Children's Health Program

WASHINGTON -- U.S. Senate Majority Leader Harry Reid, (D., Nev.) announced
late Tuesday that Senate Democrats had reached "broad agreement" on a new
compromise for health-care overhaul language that is intended to unite
liberals and centrists in his party.

Mr. Reid would not divulge details on the compromise, but told reporters
that he had spoken to Doug Elmendorf, the head of the nonpartisan
Congressional Budget Office, and told him that he would submit the
compromise language for a cost estimate on Wednesday.

The compromise is a product of talks from a group of ten senators put
together by Mr. Reid. The leaders of that group, Sens. Charles Schumer, (D.,
N.Y.), and Mark Pryor, (D., Ark.), appeared with Mr. Reid Tuesday.

Mr. Reid is aiming for a final vote on the health bill by Christmas.

Meanwhile, the Senate rejected a proposal to tighten abortion limits in its
health-overhaul legislation, but Democratic leaders said they were open to
working with antiabortion senators in search of a compromise.

In a 54-45 vote, senators turned back a proposal that would have added to
limits on abortion coverage already in the White House-backed bill.
Supporters said the amendment, offered by Sen. Ben Nelson (D., Neb.), was
needed to ensure no federal funds would be used to help women get abortions.
Seven Democrats voted for the amendment, while two Republicans voted against
it

Mr. Reid, arguing that expanding health care was "also a question of
morality," urged that the issue not be brought into the bill. "This is a
health-care bill, not an abortion bill," said Mr. Reid, himself an abortion
opponent. "We can't afford to miss the big picture."

Democratic leaders have suggested the issue could still be revisited by
tightening the limits, though not as far as Mr. Nelson wanted. Mr. Nelson
proposed to bar any woman receiving a government tax credit from buying
insurance that covers the procedure, and denying coverage through a proposed
government-run insurance plan.

Ahead of the vote, Mr. Nelson suggested he was open to further discussion.
"It depends on what it is," he said. "I don't want to be stubborn or
closed-minded." Mr. Reid said: "I'm happy to work with him."

The vote came as Senate Democrats, wrestling with how to widen health
insurance among low-income families, considered a new proposal Tuesday to
extend a popular children's health program, rather than expanding Medicaid,
the federal-state program for the poor.

Under consideration was a proposal to extend the Children's Health Insurance
Program, a federal-state initiative that provides insurance to more than
seven million children in low-income families. The current program is funded
through 2013, and would be extended to 2019, under one scenario under
discussion, said people familiar with the matter.

The proposal emerged in high-stakes negotiations among a group of 10
Democratic senators -- five moderates and five liberals -- charged with
nailing down the compromises needed to secure a 60-vote majority and to
clear the way for sweeping health legislation to move forward.

The group is near agreement on a proposal to drop the proposed
government-run insurance plan at the heart of the legislation, and instead
empower the government's Office of Personnel Management to run a new
national plan that would be run by nonprofit entities set up by the private
sector. The idea is a nod to centrists who worry about the government's
growing footprint in the private market. But the senators are still
struggling with how to satisfy liberal demands for additional steps to
expand coverage.

After several days of talks, a proposal to expand eligibility for Medicaid
beyond the increase already provided in the bill appeared to be fading
Tuesday, said people familiar with the negotiations.

Also on the table was a proposal to open Medicare, the health insurance
program for the elderly, to Americans age 55 to 64. Under the proposal,
these people would be allowed to buy into Medicare at subsidized rates,
though the plan wouldn't be as generous as those for people 65 and over. The
idea is aimed at those who can't get coverage elsewhere.

The legislation is designed to extend insurance coverage to tens of millions
of Americans. It would create new tax subsidies to help low and
middle-income people comply with a mandate to purchase coverage.

Republicans criticized the Democratic negotiations. "What's becoming
abundantly clear is that the majority will make any deal, agree to any
terms, sign any dotted line that brings them closer to final passage of this
terrible bill," said Senate Minority Leader Mitch McConnell (R., Ky.).

The American Medical Association said it opposed expanding Medicare because
doctors faced steep pay cuts under the program and many Medicare patients
were struggling to find a doctor. Hospitals also said expanding Medicare and
Medicaid was a bad idea.

"We want coverage -- in the worst way -- expanded, but both of these means
are problematic for hospitals and physicians," said Chip Kahn, president of
the Federation of American Hospitals, which lobbies on behalf of for-profit
hospitals. "It's going to make it difficult to make it work."
