No, I'm not going to rant about the banker's bonus ghost taxation to
illustrate NuLabcur's ineptitude in achieving their supposed ends
through taxation. Instead I will take just one aspect of Darling's PBR,
the increase in NIC.

A much better bet than raising the general NIC rate by 1% (in total)
would have been to apply NIC to benefits in kind which currently do not
attract it. This would raise a hefty sum with a disproportionate amount
coming from the higher earners, because they have more benefits in kind
and all of the really substantial ones - you would have to see what
directors claim for to believe it, everything from school fees to
five-star holidays. That would serve the supposed ends of social justice
Labour claim to still stand for.

The general misunderstanding of tax is beautifully demonstrated also by
the complaints today that the NIC increases will mean the NHS has to pay
another �400million pa. Simple logic should tell people that income tax
and nic paid by public servants is simply an internal accounting
procedure within the public finances. IN the case of the NHS, the
government gives the NHS an extra �400 million and receives it back when
the nic is paid. In the case of government departments income tax and
nic is not even moved about within government. It is simply notionally
funded and notionally paid. RH

Unlike civil service and police pensions which are notionally funded
and actually paid. Did someone mention Ponzi?

Nothing like a Ponzi scheme because (1) we are talking about tax which
is paid out of tax receipts already received and (2) a Ponzi scheme has
to have n hope of being able to meet its obligations indefinitely:
governments such as Britain;s do have such an expectation.... RH
