No, not the government at all.
An independant economic institute, the American Institute for Economic
Research, has developed it's Everyday Price Index (EPI).

Now, a change to the CPI 'basket of good' to perhaps more accurately
reflect current consumer purchases isn't such a bad idea, but what is
in the CPI market baskets:,

While I don't see a list of the various (averaging) weights applied to
each group, (Possible on a different page), I do see gasoline is
indeed covered under the Transportation category and so included in
the inflation calculations (but at what weight?).
I note according to the graphs that AIER provides of it's EPI vs CPI
tracking, starting around the turn of this century the indices
diverge, reaching a peak around the time of the Financial crisis (late
2008 into early 2009). Looks like there was another peak mid last-
year (the manufactured "Debt" crisis maybe?), and now the EPI is going
down again.
