``There is a smell over there and (Gov. George W.) Bush or Rylander
don't want to talk about it,'' said Gallegos, a retired firefighter
who serves on the Senate budget-writing committee.
``They will tell you with balloons and streamers about the surplus,
but they are not telling you exactly what we have to owe going in'' to
the 2001 legislative session.

AUSTIN -
Days of reassurances about the state's surplus have done little to
ease the concerns of some Democratic lawmakers who will return in
January to write a budget covering the state's bills for the next two
years.
Sen. Mario Gallegos, D-Houston, stood by his claim Friday that state
officials have cooked the books.
He said nothing he heard this week eased his suspicions.
Comptroller Carole Keeton Rylander had a news conference Thursday to
announce the state has a $1.4 billion surplus, but Gallegos said he is
still waiting for a detailed briefing on the $610 million budget
overruns.
``There is a smell over there and (Gov. George W.) Bush or Rylander
don't want to talk about it,'' said Gallegos, a retired firefighter
who serves on the Senate budget-writing committee.

but they are not telling you exactly what we have to owe going in'' to
the 2001 legislative session.
