Realism/Utopianism in political philosophy

I am engaged in a study of the governmental systems meritocracy and
theocracy, with particular reference to Plato and Calvin.

Plato, in Republic, takes a utopian view; Calvin, in Geneva, was concerned
with a realistic, practical implementation.

Which of these approaches is the more valid?
What are the strengths and weaknesses of each one?
Can you recommend some resources on this debate?
