Gibbon noted that in the day of the republic, the legions were manned by
the sons of the yeoman farmers, who expected to return to the farm and
in time inherit it. They felt they had an investment in the system they
wanted to protect and a say in the laws created to do that.
But then, as the republic became more corrupt, the aristocracy
encouraged immigration to Rome from tribes that lacked strong republican
tranditions, and often could not even speak Latin. The aristocracy
funded the campaigns of demagogues to represent them, pandering to their
ethnicity and religion, and able to say one thing to them in their own
language while saying another to the Romans in Latin.
Moreover, Gibbon noted how the legions came to be manned by volunteers
from the dregs of society with no investment in the system to protect,
wanting only what we now call 'entitlements' from their service. These
troops were led by members of the aristocracy whose forbears had also
been generals and members of the power elite.
Finally, both Gibbon and Machiavelli saw how the aristocracy corrupted
the system to reduce the taxes on the rich and transfer the burden to
the lower and middle classes. Who soon ran out of money. So, what the
governments have always done is borrow the money to run from the rich.
This works until some creditor sees the tax base will no longer service
the debt much less pay it off, and refuses to lend more.
the result is fiscal crisis, rising food prices, then riots because the
lower classes no longer have the money to buy food, and so they havta
call in the military to restore order. The Romans called Caesar.
The Founding Farmers who wrote the US constitution understood all of
this. Gibbon published his first volumne, which deals with the fall of
the Roman republic into tyranny in 1776. It was a smash hit. They all
saw that you can have a republic, or you can have an empire. Pick one.
