First, good luck with your book.
The core of your thesis I think is shaky, however.
While emotions are certainly one way to establish, gain or advance
political power, I do not think they are the only way. Even the most
blatant political manipulation usually is done under the guise of reason
or common sense but the raw bases of political power is the same as the
basis for an organized state which is necessity.
In order to have a government people give up power, one way or another,
to other people in order to be governed for a common good. This is
something outside of pure emotion. Otherwise, you would have to extend
the meaning of 'emotion' to include all human motivation.
Here is what I am talking about:

represent the first peopling of any country, or of the world. In this

As an American, I know only too well the insipid political use of
emotions to pull strings. However, I do not think it is good at all to
lose sight of the fact that if there is going to be government of any
sort, power, in whatever form, must be dealt with.
