May I please have an exact equivalent to PHP's URLEncode($string), but in Perl?

I have a webservise I'm talking to, and I'm convinced that while the
PHP version of code that calls it is working, the perl version is
consistently failing because of issues with the encoding. uri_escape
doesn't return the same as URLEncode. Any other ideas?
