Windows XP (x86) to Windows XP (x64).
I gather this was made available in the past for free? Is this still the
case? How does it work? What licenses does it support?

Yeah, if you attended a promotional or paid seminar on Windows.

You'll be sorely disappointed if you upgrade from Windows XP x86 to
Windows XP x64. You won't find drivers for many devices and lots of
apps won't run. Despite the program being 32-bit, many old apps used
16-bit installers that won't run under a 64-bit OS (which will support
32-bit installers). Windows XP x64 is Windows 2003 Server crippled to a
workstation version with the XP desktop.

You can install XP-64 on another partition and dual boot.
I set up an XP-64 machine for my wife six or seven years ago. She is a
"heavy" Photoshop user and gets superior performance as compared to XP
32 bit. The machine has run essentially flawlessly other than an update
that broke the drivers for her Wacom tablet...however Wacom already had
the new drivers and I had all up and running again in a few minutes.
