Overcoming Security Prompt when running bat/cmd file?

When I create shortcuts and try to execute them they are always
preceded with the Windows prompt asking for permission to run the
selected script. I see this in Win XP Pro SP3 and Win XP Home SP3.

I've searched quite a bit and come up with some ideas to eliminate
this but so far none of them work.
Can anyone please advise on a method to eliminate this unwanted
prompt?
