smallest kernel would be one you build yourself with just exactly what you
need.

The assumption - that the size of the kernel is the most important aspect
of the system requirements - is not supported by experience.
It's still possible to run a 2.4 kernel on a lot of hardware, and that
can be made to fit on a floppy diskette.
List the hardware first. :)
