slackpkg allways show new packages?

Hello

I did an upgrade with slackpkg from 12.2 to 13.0.0.0.0

Everything went fine. After some days, I noticed that a library
wasn't up to date. I upgraded it. Then I ran a
slackpkg upgrade-all

I had at least 80 packages to upgrade (!!). I did.

I rerun slackpkg. I had another 10 packages to upgrade. I did.

Today, I launch slackpkg upgrade-all. Another +50 packages to
upgrade..

What's happening? My mirror points to slackware-13, not current.
So, is slackpkg the roght way to upgrade slackware?
