Did you put the proper entries for StandbyTime, SuspendTime and OffTime
in the ServerFlags section of your XF86Config file (see man
XF86Config) ?
(When set you will see them with 'xset q'.)

I did not edit XF86Config by hand, but rather used KDE2 built-in
configuration utility. As I mentioned above "xset q" does show
the proper values, but there are summarily ignored.

*shudder* That may be your first problem. Never trust a GUI tool to do
the job.

Why not actually look at XF86Config to see if it has the correct values
in it?

Lonnie is right on that. I tried the KDE2 gui video tool. It keep wanting
to change my video card to one that I didn't have. Best to edit by
XF86Config by hand.
