One club in our area, uses colored file folders. They aren't plastic,
but they are 9"x11.5". Another club has a spiral book that's 8.5"x5.5".
It's made so that it will stand up. That one can probably be found in
the TI supply catalog.

While not plastic cards, you can get these plastic sheet
protectors that you can use to protect 8.5 by 11 inch sheets
of paper. I've used them for protecting paper sheets in
presentation binders, and you can get them at an office
supply store like Staples or Office Depot.
Then, you could slip some coloured sheets of 8.5 by 11 paper
into the sheet protectors.
Another option, though more expensive, is to take three
sheets of coloured paper into a place that does laminating.
These places also do things like bulk or colour photocopying
and document scanning as well. Anyway, they can laminate
the pages for you for a few dollars a sheet.

Go to a local print shop and they can laminate ordinary cards.

Go to any office supply store (staples, office dept), teacher supplies
stores, or home depot type of store and see what's available. You can
always cut whatever you find that fills the need to size.
When I started my club, I didn't have any supples. I worked for a
plastics company and I used corrugated board samples, the kind that see
now days for easy signs for home sales. You can find many of these sign
boards sold at office supply stores.
Binder tab dividers may be another option.
