Why? All he asked the ISP's to do was restrict access to about 80
groups. The ISP's were the ones that used it as an excuse to get out of
the NSP business...

Well, by definition, the ISP were providing the news service, making
them NSP's as I see it, albeit only paid indirectly for that serving
that function. :-)
I can't say that I blame them either for using any excuse they could to
get out from under what Usenet has become. That it happened to be
Cuomo's request that gave them the opportunity was fortunate for the
ISP's, as he made a perfect scape goat as seen above.

Just to give y'all something to chew on:
I was one of the few who used Mr Road Runner's "Personal Home Page"
facility at any serious level. After somewhere around eight years I
had made in excess of 400 pages, using fifteen hundred or so files,
utilizing 30MB of a 35MB allotment. Worked good and fast, and to my
knowledge was nearly never "down".
On the 17th of November I received an email notification: "Act Now!
Only 28 Days Left to Preserve Your Home Page." Short version: on 15
December 2008 the server home.san.rr.com, which had hosted my PHP
would cease to do so. Between the advice date and 15 Dec I must decide
which of two alternatives to choose, and accomplish the necessary
transition from san.rr.com to either roadrunner.com or rr.com. Make
that three alternatives, the third being get away from Road Runner
altogether, abandoning what was there or transitioning it to another
hosting service.
Home.roadrunner.com would offer 10MB for free, and otherwise be like
the san.rr.com service, once the san.rr site had been migrated. That
is, use your own Web design and construction tools and skills, and
FTP.
Home.rr.com would offer 50MB for free, Web construction tools, and a
fresh start; no migration, lots of hand-holding guaranteed.
I selected migration, which seemed to go smoothly. The new URL coughed
up my index page and a number of linked pages. When I tried to FTP new
files, from two different computers using two different FTP programs,
home.roadrunner.com seemed to accept them, but with no warning
messages actually just took the file names and listed them with
zero-byte content.
With the (scripted) assistance (all from the Philippines) of Sandy,
Irvin, John, Wallace, and finally (unscripted) (and decisively), Ivy,
the problem was diagnosed and resolved: there was a 10MB receptacle at
home.roadrunner.com with my name on it, and once it was filled,
migration ceased. Ivy pushed and pulled, and made enough space for all
my files, and said she would re-migrate them. She didn't, but I
eventually managed to get them there via download-upload, a
two-hour-plus project.
Now it works the way it used to: just fine, thank you. Except that the
few "absolute references" with addresses in the san.rr.com venue will
cease to exist on 15 Dec.
The ten-day process would have been nine days shorter if the
script-readers had been able to act on my admonitions about server
space, but that wasn't an option ("I don't have the specific tools to
resolve your question"). After three UNsuccessful "escalations", one
finally "took", and a "supervisor" made the essential move of
adjusting the new space.
None of the escalations except the one to "Ivy" ever resulted in any
of the promised call-backs; I had to initiate another "ticket" to keep
things moving, something I did every 48 hours or so, after the
"24-hour" callback/resolutions failed to materialize. Even the
apparently competent Ivy couldn't manage to make a promised call, and
she didn't cause a re-migration as promised.
I hope Mr Road Runner and his minions learn from this.
If all you have to say is along the lines of "Only an idiot would use
Road Runner ... ", save your keystrokes; I probably already blocked
your input based on prior experience. (That's a joke; I don't "plonk".

Since all I use the tiny RR space for is a playpen, I'll not comment on
your issues. My real sites are professionally hosted elsewhere.

He did seem to be fairly knowledgeable about it in a couple of
interviews on local TV. Whether that was from personal knowledge, or a
good briefing by assistants, I couldn't tell.
