Ronald Harry Belcher, CMG, a retired diplomat, formerly Deputy British
High Commissioner at Delhi, & Under Secretary, Ministry for Overseas
Development, died in hospital, 11 October, 2002, following a stroke.

He was born 5 January, 1916, the son of Harry Albert Belcher, and was
educated at Christ's Hospital, Horsham; Jesus College, Cambridge, and
Brasenose College, Oxford.

Career: Indian Civil Service, Punjab, 1939-48; Commonwealth Relations
Office, 1948-65; seconded to Foreign Office for service at British
Embassy, Washington, 1951-53; Private-Secretary, 1953-4;
Assistant-Secretary, 1954; Deputy High Commissioner for the United
Kingdom in South Africa, 1956-59; Assistant Under Secretary,
Commonwealth Relations Office, 1960-61; British Deputy High
Commissioner, Delhi, 1961-5; &c.

Belcher was Under-Secretary, Minister for Overseas Development,
1965-75.

Mr Belcher, of Fetcham, Surrey, was appointed CMG in 1958.

He married in 1948, Hildegarde Hellyer-Jones, who died in 2000.

Mr Belcher leaves an only son, Nicholas.

The funeral took place at Fetcham, 21 October, 2002.
