Unless the individual artists all sign releases for their performances (as
happened with the album) to be used in a documentary (as with Woodstock) or
the FM Tribute concert (hence why the sets from Metallica, Extreme and Def
Leppard were not on the video or DVD) type of release, then this will just
circulate on bootleg.

Metallica has become a lot more protective of their image and
recording rights, as the case with Napster proved.
Guns N' Roses? Maybe Axl is still having a hissy fit over the people
who showed up with a "Piss Off Axl" banner at the concert...
It still would've been neat to see Spinal Tap's set on either
release, though :)

Probably not, unless you happened to tape the entire MTV showing of the tribute
concert in 1992 (the MTV airing did include Spinal Tap playing "Majesty Of
Rock", but I don't remember if MTV aired their whole set).
