just got an email from a friend who is tho, and he thinks the $850 in
some sort of license is a good deal for 1000 cd's. I'm thinking he'll
never sell 1000 cd's, but I could be wrong.
thoughts ?

You're talking about the Compulsory License for Mechanical Reproduction
("mechanicals").
http://www.harryfox.com/public/licenseeRateCurrent.jsp
"The statutory mechanical royalty rate for physical recordings (such as
"CDs) and permanent digital downloads is:
"9.10 Cents for songs 5 minutes or less
"or
"1.75 Cents per minute or fraction thereof over 5 minutes."
