Would a PCI-based serial port be available or accessible to a DOS app w/o driver? 
  Would a PCI-based com-port board be accessible to a DOS app without needing to some sort of driver installed during autoexec.bat or config.sys startup (assuming the board would even have DOS-based drivers) ??? Question about COM port I/O, interupt handlers and powerbasic

COM port functionality (powerbasic program wrapped for use on XP)
