Would a PCI-based serial port be available or accessible to a DOS app w/o driver?

Would a PCI-based com-port board be accessible to a DOS app without needing to some sort of driver installed during autoexec.bat or config.sys startup (assuming the board would even have DOS-based drivers) ??? Simple question. Does DOS or the system BIOS contain RS232 communication routines, and if so - does something like a compiled PowerBasic progam use them when it performs instructions like "Open Com1: ..." or when it performs com port reads and writes? I'm working with a DOS app (written in PowerBasic) where two PC's are communicating with each other over the com port. I open the ports at 115k-baud. I am a windows programmer, interested in programing on and for FreeDos. What is a list of must have reading materials that I need to make the transition. C or C++, C++ Prefered but C is fine.
