Mostly yes, for the common cases. But not entirely so.
The caret is the regular escape character in cmd.exe command line
programming. However, depending on the circumstances the escape
character can (or must) be % "" or \ as demonstrated e.g. in the

Te backslash is not the escape marker - it's the directory separator,
otherwise just a normal character. The special character escape marker is ^.
However, that is not appropriate in your question's context: to make %1 ==
"a b", *with* the "", then invoke the batch file this way:
