That depends. If it happens just after you've started the bike on a cold
morning, the exhaust is heating up water that collected in the muffler
overnight. This is not a problem. If it's happening all the time and
your bike is water-cooled, it's possibly a sign that you have a
head-gasket leak between the cooling system and a combustion chamber.
This is a problem.
Is the smoke really blueish instead of white? That's the engine burning
oil. If it's happening all the time, it could mean worn valve guides or
badly worn piston rings. If it happens when you let off the gas when you
shift gears, then it means worn piston rings.

Water vapor rises and dissipates rapidly. White smoke could be caused
by condensation in the exhaust system, or a head gasket leak.
Oil smoke takes longer to dissipate and doesn't rise as much. Worn out
valve guide oil seals allow oil into the combustion chamber, but the
smoking stops quickly.
If the motorcycle has been stored without being run, the piston rings
may
stick as the oil turns to sludge on the piston.
The engine might blow oil into the air box, oiling the air filter, and
the engine will smoke as it sucks the oil into the intake tract.
