I hope you can help, my husband and I are in rather desperate need of the
wiring diagram for our 1989 Guerdon Industries Embassy Home Division Double

Hi Louise,
Unfortunately, this is something I can't help you with. The home is 20 years
old and the company doesn't even show up on my list of current manufactured
home builders. Either the company was bought out by another manufacturer,
but most likely, has gone out of business.
If you originally purchased the home through a dealer/agent, you need to try
them first. If that gets you nowhere, try HUD (Department of Housing & Urban
Development) instead. Originally, before a manufactured homes can be sold
for occupancy, it must pass a state inspection. Depending on what state your
talking about here, it had to meet and pass all code at the time it was set
up for occupancy.
Likewise, what do you mean by being baffled at the wiring system? If you
purchased it used, from someone else, perhaps they did some makeshift wiring
on their own. Does anyone know what caused the electrical fire? If this is
the case, you might have a law suit against the person who did the work,
especially if it was not permitted and/or was not up to code.

RE: CALIFORNIA COASTAL COMMISSION APPOINTMENT
Dear Senator Steinberg,
I am writing in support of Councilwoman Gerrie Schipske from Long Beach to
fill the current California Coastal Commission vacancy. It is crucial that
an environmentally-friendly person be appointed. I understand the Senate
Rules Committee is seeking to fill the seat of Rancho Palos Verdes Mayor
Larry Clark, who is the representative for the commission's South Coast
region and was termed out this year. Ms. Schipske is very well qualified
with a proven track record of being a strong advocate of the Coastlands. She
has been endorsed by Los Angeles League of Conservation Voters, and is
viewed by many conservationists as strong, brave, fair and pragmatic without
endangering the environment. The Coastal Commission was formed to protect
all the land within the Coastal Zone. She should be a strong leader on the
Commission with a good vote for the entire coast.
I am strongly opposed to an appointment of Keith Bohr to the Commission. He
is a developer, and his record shows his opposition to the preservation of
our precious wetlands, in favor of multi-million dollar homes and commercial
development.

An autopsy on 566 seems to be underway. Milt, can you make the "deleteds and
addeds" in the document easier to see "at a glance?" You make good points,
but the evidence is not clear to me in the text.
Another "Post Mortem" thought. Weren't WMA & Richard Close trying to cut a
deal with 566 amendments, saying if we conceded on 761 they wouldn't oppose
566? I recall thinking if they were so willing to give in, maybe 566 wasn't
worth much.
I wondered about the language that a city had only to "consider" a survey.
This did not seem like a big PREVENTION method against park owner lawsuits.
I worked for 566, though I had doubts. Not the least was the bill offered no
provision to give cost info on sales prices "before" a resident survey. This
seemed ludicrous. How could = residents be "surveyed" about a major life
decision--without being given the cost info on which to make an informed
decision. Duh.
I would like a coroner's opinion on the "governor piece." Were there
indicators about Arnold? How much influence did WMA have over him? How
significant was the late WMA = donation? IF that donation had ANY
significance -- I feel we should introduce legislation (with partner
organizations) that a state office holder cannot accept donations from a
group with interest in pending legislation, within a certain period of
time--(maybe 6 months.) Something to that effect. In public health -- they
taught us to "address root causes." It's possible that needs more stringent
guidance on donor timing is needed. If so, why not take the lead.
I feel ignorant on the governor. I remember asking about outreaching to him
earlier, and hearing that we should wait. Wait for what?
Why invest SO MUCH if the LAST stage of a process can destroy the whole
thing? Why invest SO MUCH without strong pre-assessment of how the final
stage might play out? Why NOT invest in the usual strategies of PAC
donations and media?
What moves Arnold? Is he just in the "developer camp?" (His donations
suggest this.) I'm appalled at the almost complete LACK of media on 566 and
it's public invisibility. We could not get attention once the WATER issue
swamped everything. Media attempts at shaping public opinion need to happy
EARLY, to enable time to influence public opinion and KEY decision-makers.
I agree we need now to MOVE to new ideas/solutions and stop beating the dead
horse. But I also recognize the human need for and benefit of analyzing --
when so much is invested.
There is usually an evaluation when a project ends. Few attended the GSMOL
state meeting and heard the 566 discussion. Thus, many stakeholders who
worked so hard may not feel their needs have been met re 566. An online
webcam discussion with a panel and a facilitator and key stakeholders might
help. The purpose could be to review and learn from 566, and bring closure.
That could be also be a time to introduce new ideas. A safe place for
internal discussion is needed --not just for leaders but for key advocates.
The Californian is read by opposition and it is a one way forum. An online
meeting could provide a space to heal and gain insight from "lessons
learned."

In your latest Q & A (9/17/09), you stated that you were no longer with Mesa
Homes. I just drove past the lot and it is empty?!?! What happened? Did
they just move or did they fold like so many businesses in OC?

Hi Ken,
I personally felt for some time now that Mesa Homes could not survive at
that location. There was just not enough business to keep going. In essence,
I retired from Mesa Homes, but also signed on with Modular Lifestyles
instead to at least keep my license active during this soft economy. It
looks like I made the right decision.
Since I left Mesa Home, I have not been in communication with them in any
way. However, the last time I drove by their display location, most of the
models were indeed gone. Are you sure the lot was now entirely empty, office
and all, or just in need of some replacement homes? Any cars in the parking
lot?

The other day, on the way home from Disneyland, I drove by the Mesa Homes
lot myself just to see and make sure. Not that I doubted what Ken had said,
but I felt I owed it to everyone just to make sure, after all, there could
have been some type of miscommunication and/or Ken was looking at the wrong
lot. However, sure enough, Ken was indeed correct. The Mesa Homes on Beach
Blvd. in Stanton, California is now just one big vacant lot. There was not
even a sign or other means of communication as to their fate, or even if
this closure is the same at their other locations as well.
My first reaction was actually that of anger. Even though I could see this
coming as a possibility, we were constantly being told that there was
nothing to worry about, that the lot models that had been sold would soon be
replaced, as soon as they could determine just what brands were the hot
ones. Yea, sure! I not only felt this was a betrayal to myself, but the
other sales consultants also sticking it out as well, in addition to all our
clients - past, resent and future. For this I do apologize, but believe me,
I am surprised as you are.
Needless to say, even though some of this is my own personal opinions, we
all learn from our mistakes, and I certainly did not want to make the same
one twice. Therefore, I was very careful in choosing just the 'right'
dealership as a replacement, now better at knowing just what to look for and
ask, especially in this current economic situation. And that is why I have
now chosen Modular Lifestyles.
The bottom line is, Modular Lifestyles is not just another street or office
dealership, basically on the outside looking in. Again, in my personal
opinion, in today's environment, this does not work anymore. After all, a
big vacant lot should be proof enough. Modular Lifestyles is a division of
Newport Pacific Capital, who actually owns, managers and operates many
mobile home parks themselves. Therefore, they are already on the inside, and
after all, isn't this really what it is all about anyway? And likewise, I do
have to pat myself on the back somewhat, for I saw, even before the closure
of Mesa Homes, that some major changes were needed, and I took action on
behalf of all my future clients and switched to Modular Homes long before
Mesa Homes folded.
Therefore, from now on, I will be talking from a different perspective. How

The HB City Council recently APPROVED a new plan for the Downtown area to
double the current Downtown size. This was done before knowing the impact of
the traffic, parking and congestion that will result from Pacific City. This
was done without taking into consideration the concerns of the residents.
This was done despite 100% opposition from the residents, business and
property owners in the area who spoke at the hearing.
We believe the city acted illegally in the process and short-cut our rights.
What's next: Because we believe the City did not follow the law, we are
challenging them in court in a process especially designed to ensure our
rights. CEQA, or the California Environmental Quality Act, is a statute that
requires state and local agencies to identify the significant environmental
impacts of their actions and to avoid or mitigate those impacts, if
feasible. The environment in this case is referring to neighborhood.
We are a coalition of residents, business owners, commercial property owners
and local neighborhood groups including "Huntington Beach Residents for a
Balanced Downtown" and we all believe the City failed in their duty to serve
the residents. To start the process, we fellow neighbors have made personal
contributions and created a coalition to fund the litigation. We expect the
litigation to cost be between $100,000 and $150,000. We have 30 days
starting Nov 6th to file the suit against the City or the option for a CEQA
suit will be lost.
We are concerned that without the CEQA litigation the following things will
happen:
� Significant increase in the number of bars, turning HB in OC "Party
Central" for young party goers
� More traffic congestion, beach congestion and more drunk drivers
� The Historic Main Street Library may be replaced with a much larger
building
� More parking problems and an extension of the Main Street problems further
into neighborhoods
� Large scale developments on 5th St, 3rd St, 2nd St & Main St north of
Orange with tall buildings filled with bars, restaurants, retail and office
space backing up to existing residence
How you can help: While we have gotten a great start, we cannot stop the
City without more support from neighbors. We need your help by contributing
money and or your time. We need monetary contributions and block captains to
help manage our efforts. We have a high degree of confidence that we will
win our suit which means that the City would be required to reimburse our
costs. We commit that contributions over $200 will be returned excluding any
hard costs, if we are successful and receive the reimbursement from the
City. Contributions made anomalously will remain as such.

(How this and Pacific City affects us)
There has been quite a bit of talk lately, in reference to once again, the
City bringing up the old concept of building some type of parking structures
on the beach. This obviously did not happen before, and to my way of
thinking, will never happen. There is just too much opposition to this
actually taking place; and besides, no matter how it is designed and
presented, it is still just a parking structure, taking up valuable public
space on our beach. Even if it is presented that an existing beach parking
lot or two will simply give way to a structure, I have seen how the City
interprets, builds and manages these structures before. The typical one that
comes to mind, is the Charter Center parking structure; so typical of
getting the approval and go-ahead at any cost, then building the worst of
the worse. By then, it too late. I feel they have not done any better
anywhere else in the City as well.
This even said, I also know that parking is a major problem in this City,
especially around the downtown and resort hotels area - and will become even
more so over time. Yet, I also feel the City actually has a solution under
raps, that will totally solve this dilemma, but unfortunately, at our
expense.What I am referring to is where I live, which is in Pacific Mobile
Home Park, right between the Waterfront Resort and whatever is ultimately
build within Pacific City. While many of us had to fight tooth & nail to
just keep our existence and some simple rights during the approval process
of Pacific City itself, not one of our concerns were seriously looked at or
implemented. While I have said this many times before, even officially
getting it on record, I would not be surprised if our entire mobile home
park is not slated for some type of future parking lot/structure, probably
through eminent domain, in spite of what we or the property owners want. In
a planning aspect, this would solve a lot of problems, and the public would
no-doubt go for this hook-line-and-sinker, for it would then not take any
public beach land and/or space; and besides, who cares about an old trailer
park anyway?
That answer is simple, I do! As well as all the residents who still live
there. While in reality, there may not be too much support for our continued
existence outside of our own park property, we have been here longer than
anything else that has now been build around us, that could possibly help
cause our demise. Is this a simple case of... "once they get their foot in
the door" type of thing? This, and more, is why I helped found the Pacific
City Action Coalition, which may ultimately need to be brought up to speed
on this issue as well - and most certainly will if and/or when it is
appropriate. Other than talking off the cuff here in this forum, this type
of housing has gained a lot of support, especially of late as these old
parks are being upgraded with new homes into viable manufactured home
communities. Therefore, it has now become harder and harder for anyone, City
or public alike, to treat us as second-class citizens.

(integrity of rusted rebar?)
I do have a technical concern that quite possibly someone out there can
answer for me. And this has to do with the exposed rebar, literally across
the street from the ocean, rusting and being exposed to all the elements.
The bottom line is, all grading and construction on Pacific City has
literally stopped. All work has now ceased, even though permits and
approvals are in. This is no-doubt due to the present economic situation
and/or the developers (Makar Properties) source of funding has stopped.
While in the long run, this may be a temporary things, I was wondering just
how long all the rebar sticking out of half-poured cement pillars and
structures can remain its integrity? Anything that close to the ocean is
simply going to rust, thus eventually loosing its strength and ability to do
what it is intended for. This is actually the case her, which has been quite
some time now, There obviously needs to be a time when all the rebar will
have to be replaced; yet, why do I have a feeling that once constructions
does continues, new cement will simply be poured over the old rusted rebar,
hoping no-one will notice. Well, I have!
