If you can prove the item was delivered (because you give them the
USPS Delivery Confirmation number you bought which they look up
online, or the Signature Confirmation for an item over $250) they will
cover it. If you can't they won't. Just like they tell you in the help
files on their site, and in the terms you agreed to when you decided
to use their service to receive payments. You read those, of course.
Whether or not their optional online postage vending service supports
any particular shipping method is not relevant in any way.

Yes you can, use the flat rate envlope option, which is the same
postage. We do this very frequently, never ever a problem. Local
postoffice says that it is OK as well. (BTW, PayPal told me that was
the acceptable option.)

How you ship is not a factor for an PayPal claim, just as long has you
have the documentation.
Caveat: watch out for small flat rate box for cheap international
shipments. USPS does not track them as they told us.

The key word you all missed is "international". Got any of those for
small flat rate box?
I didn't miss it. No one who has ever read anything the USPS has to
say on the matter could possibly think that Priority Mail
International at =any= level, flat rate or not, is trackable. If you
believed someone who told you that it was without checking the
validity of such an obviously absurd statement for yourself, I'm sorry
you're such a fool.
I have never sold anything that had to be shipped out of the US, for just
this reason, I did not feel like taking the chance. I have had a couple
people ask, and even to Canada just told them sorry but no. Does PP offer
the same protection to the buyers if they are out of the US? If they do it
seems like it could be a can of worms with the really poor delivery in many
countries, and I have always been told that other countries do not offer the
same kind of credit card protection we have here in the US as far as being
able to do a charge back.
I have sent some stuff to the Philippines by Global Express, and IIRC it
showed tracking up to the point it was handed off to them and that was it.
The stuff did get there, but it took weeks.

I'm sorry you are so ignorant. Ignorance is curable; stupidity is

What PayPal thinks and tells you is not relevant. In fact, with their
history of getting shipping rates wrong, and software that gives
erroneous error messages (such as the infamous "PayPal is not
available" when there is a problem with the address), depending on
their advice is very risky.
Just because the postage is the same doesn't mean it is in the same
rate class. You're lucky your local post office accepts it; since it
is improperly labeled they do not have to. Common sense (it costs the
same) is not an defense at the USPS.
Why PayPal doesn't offer the small (and large) flat rate priority
boxes option is a mystery, but based on their history I suspect they
don't know how to do it, so they instead give out their usual bad
advice.
You might be hurting yourself here. I don't sell high dollar items,
but I often ship packages in the $75-$100 range. I have shipped
several thousand boxes around the world, and not a single one ever has
been lost or reported lost/damaged by a recipient. A lot of profit
there I wouldn't have had if I worried about international shipments.
Sure, I'll have a problem some day with one lost or a dishonest buyer,
and it will cost me some money (I'll probably refund rather than re-
ship), but overall I am way ahead.
(for the same reason you should never, ever buy USPS insurance)
I didn't say you could never get information on a foreign shipment by
entering the customs number online. I said that International (and for
that rate Domestic) Priority Mail packages are not trackable, and the
trackability of International Priority Mail packages is not a product
sold or a service guaranteed by the PO, as it is by Fedex or USPS
Global Express mail for example (for a lot more money of course).
You'd either have to be rather stupid or entirely ignorant of all of
the USPS's documentation and terms of service for their various
classes of mail not to know that, so I guess I have to agree with your
last sentence above.

It's not improperly labeled, the PP labels (made by Pitney-Bowes) just
say US Priority Mail. And if it really is the small flat box the rate
is the same as the small envelope, so it has the proper postage
attached. Why wouldn't a PO take it?

I use the small flat rate boxes all the time.
Regardless of their weight, I choose "1 lb pkg, 6x10x2".
The FR box says "FLAT RATE". The postage embedded in the
label is the appropriate amount, $4.80.
Must be like affixing stamps.
The PACKAGE wants $4.80 ($4.95 discounted).
So print out $4.80 on your label.

You have to remember I am not any kind of regular seller. I buy a lot from
E-Bay, but my selling is the very occasional thing I no longer need,
upgrading to something better, or 1 or 2 times a year cleaning out the
"junk". When I a couple times had someone ask about out of country shipping
I just said no since at the time I had never done it and had no idea how, or
what was involved. Now the couple times I sent something to my Father in the
Philippines it was no big deal once I found out the forms I needed to fill
out.
As for USPS insurance I never buy it either way. When I buy stuff I figure
it is the sellers problem if I don't get the item. When I sell if it's not
much money I just send it. if it's worth more than I want to risk I buy the
Delivery confirmation. I did one time have a buyer claim they never got a
$10.00 item I had sent first class. I just used PP to send them their money
back.

class-specific postage label may not be used on an item in a class
other than that for which it is intended, no matter how much you wish
it were so. However, it appears that at many, if not most, USPS retail
counters, common sense prevails and if the postage paid is the correct
amount they accept the package. Ellipsis.

I wish USPS would just assign "flat rate" to all of their boxes.

Yes, the problems of PayPal don't exist on USPS, and the USPS site
does cover all possible classes (unlike PayPal who promised about a
year ago they would add them). They don't let you hide the postage
amount, though, and that is something many sellers would like.
What part of 'flat rate class' is unclear?
Again more misinformation. The USPS site does not have First Class
Package but PayPal does.
Unfortunately when using the USPS website and any eBay owned
subsidiary you are dealing with two semi competent entities. I have to
bounce between the two sites to do my shipping but I get it done. It's
not the end of the world.

mail, not First Class or Media as does PayPal.

Shipping Assistant will print labels and customs forms for
*any* type of USPS domestic and international shipping...
which is handy when you need International First Class,
which without it, can be a dealbreaker on some purchases.
(I charge a $3 fee for going to the retail counter, which
since I'm already at the PO dropping off the prepaids,
is just fine for spending an extra 30 seconds at 9am.)
