Buyer protection - does funding matter?

So I purchased a pretty expensive item ($400), which I felt pretty
confident with because the listing had the "Pay with Paypal and your
full purchase price is covered" guarantee.
But now the loser is unresponsive to my messages, and will not provide
US Priority Mail tracking number.
I paid with Paypal (combination of Paypal funds, and credit card
because stupid Paypal won't let me pay 100% with credit card when
there's already existing money in my account).
Anyhow, if I need to file a claim, does the $400 come out of some type
of Paypal insurance fund, or does it come out of the seller's Paypal
account? What if the seller removes all the money from his Paypal
account so by the time I file a claim, Paypal has no way of taking
back his money?
Oddly, I just noticed that the seller's Paypal account is
"unverified" (meaning he did not link a bank account to it), so I'm
surprised the Ebay listing was eligible for the Buyer protection in
the first place...

Today, I got some DVDs from a seller in Hong Kong who was suspended the
day after I won the auction. I canceled my Paypal claim.

What did they say?
The "safe" way to pay is not have any money in your PP account, and fund the
payment with a credit card. Then (assuming you are in the US) if all else
fails, you will get all the money back.
Before worrying a lot about it I would see what PP does / says.

If you do not receive the item. Follow the Paypal claims process after
the amount of time they say. Let them handle it. If they happen to deny
your claim, immediately take it up with your CC company. You'll at least
have the chance of getting the money funded by you card back.

Did you adequately size up the seller before you bid on the item?
Look carefully that the seller has a recent history of selling the types
of items you bought? You need to have done your homework.
� Always remove any money from your PP account after receiving it.
� Always fund a PP payment solely by credit card. I only use Amex
because they have much better claims service.

Open another Paypal account, either a Premier or Personal, whichever you
don't current have. Then when funds are deposited in your Premier account,
move them to the Personal account. Should be a no fee transaction. Your
Premier account will receive and pay all transactions involving a credit
card. The Personal account is the opposite. Then the Premier account
always has a zero balance so you can choose what you want to fund with your
credit card. You want to buy with your credit card (1% or more cash back
hopefully) for buyer protection and receive feeless payments with your
Personal account.
