Well, here's the scoop:

I started a new account with Ebay. I sold a few items and all was well. One
guy decided he didn't want what he got and asked if he could return it. I said,
yes, go ahead and return it. When I got it, I asked what his e-mail account was
with PayPal so I could refund his money. After 4 e-mail exchanges, he still
never told me. I kept explaining that all I wanted to do was refund his money
but he wouldn't cooperate. PayPal gives me an option to refund the money but
that includes the price I paid to ship it. I don't think I should pay for
shipping if he just changed his mind. He has already given me positive
feedback. Now he is threatening me. What options do I have?

here...) then you can do a full or partial refund from PayPal.

Failing that, look for the original transaction, it will have the user's
PayPal email address on it.

this guy used was his PayPal account e-mail address. Rather than cooperating,
he said he didn't know how me knowing his e-mail address would have anything to
do with sending him money by PayPal. Anyway, I'll send him the money for the
purchase only. He has already given me positive feedback. Can he change that?
Or is there something else he can do to affect my rating?

Why? Go to the original transaction, click the "refund" button/link
and be done with it. Why jerk your buyer around?

transaction and click 'refund'.

No it doesn't. You choose what you refund, and how much. We do partial
refunds all the time.

It doesn't fucking matter. Go to the original transaction and do a
refund. That way the refund is tied to the original transaction.

are also a terrible troll, with idiotic posts about things that make
no sense.

You also seem to suffer from a serious mental problem, and enjoy

It doesn't matter.

1) Do a refund from within PayPal. Not a "send money to this
individual", find the transaction and refund it.

2) If you feel the need to "send money" (which wastes your money AND
his), send it to the email address associated with the original PayPal
transaction.

It's still possible to have many email addresses associated with PayPal,
money can be sent to any of them and it all arrives in the same place.

This is fairly typical. A huge number of PayPal users have no idea that
you can send or receive money through PayPal's website, a lot have only
used "Pay using PayPal" type buttons elsewhere and never even looked
around inside PayPal's website.

Or again, use the "refund" option and save both yourself and your
customer some money in PayPal fees.

I am no expert but the non selling sellers sure know how to refund your
money. They also know how to come up with a reason why they are non selling
sellers. It goes right into my flex checking account tied to my master
money MasterCard debit card which seems to work like a credit card. I
wouldn't want to have someone send me money to my email address in a refund
I expect there would be fees and I might have to sign up some sort of
program, input my bank routing number etc, it was like that a few years ago
as I recall.

Yeah, so do we but we just had one that wouldn't let us do a partial.
Then the next day the transaction timed out of the 60 days they allot
for refunds so just sent them the partial refund the regular way.
PayPal screwed us out of refunding their fees to us. PayPal is getting
really messed up lately. Got a horror story I might share if it ever
gets resolved. Been dragging on for two weeks now.
