So there you are yammering away on your cell phone when a drunk driver cuts you off.
Don't get mad, don't get even, get pictures.

First of all, if you are dedicated to reducing road rage, you wouldn't be causing more of it by using one hand to hold a distracting conversation to your ear, right?
But you still feel the need to maximize your time and travel while talking, so you have a blue tooth
connected to a cell phone equipped with a camera.
  --  Hold down 9 for a half second and point the camera at the offender.
You are standing in line at the bank and the guy in front of you robs the teller,
  --  Hold down 9 for a half second and point the camera at the offender.
There are shots fired in your neighborhood, you go to the window and see a high speed chase ensue,
  --  Hold down 9 for a half second and point the camera at the offender.

Why can't we do this? Your GPS enabled camera phone has everything you would need to instantly identify your location and stream live imaging to emergency response centers, such as 911 - instant irrefutable evidence of crime. Why not? Two reasons, the second is most shockingly appalling!

Software - these phones could be programmed to begin recording when the 9 key is pressed, under any circumstances, (and if the key is released before a half second, to disregard, and toss out the recording) then begin connecting to emergency response center and initiating automated audio and video recording, caller identification and location, and even automated expert questioning based on extrapolation of received data. The first reason why we can't just connect surveillance is the lack of software. Many phones could simply be instantly reprogrammed to offer this feature immediately. As we speak, it is possible to post captured video to YouTube and then direct authorities to it's location, and that's a start. But it's a slow process, certainly a distracting one while driving, and it brings us to the next question...

They don't want it!  That's right, not only don't they want it, there is no way to get it to them besides out of band signaling, such as having them look it up on your YouTube account. But that could be dangerous in terms of witness intimidation. On Monday night at about 10:15 there were five shots fired 1602 Pacific Coast Highway, a strip club called the Gold Club. Across President St. at Bill's liquor, an entourage of vehicles blocked the street access to Bill's parking lot. I grabbed my camera and pointed it to whatever action was happening, cars leaving the scene. Just as I followed one car down the road, two cars squealed around the corner into view, totally blacked out, with the second car touting two persons standing out of the right windows shouting obscenities with arms outstretched. They slowed to 35mph as they fishtailed a wide right turn through a red traffic signal onto Eastbound PCH toward Wilmington. The entourage then began pursuit. http://youtube.com/watch?v=LZcU5d0Lvdk
So I called 911 and started with "Shots fired" and by the time any useful information was transfered about the incident, the perpetrators were long gone. When I told them I had interesting video tape of the incident, and asked if there were somewhere to send it the best answer was to go down to the station and bring the tape. Which I did.
An hour and a half after the incident, the investigating officers, Sydanmaa and Marquez assigned to 5adam15, were not interested in seeing the tape, but I showed it to them anyway on the small lcd display of the handcam.  I had every capability to transfer HD to a variety of formats right there in the station. They said no crime had been committed, no one was shot, no blood, no body, no hospital contact and no bullet casings. But I had just shown them several vehicle code infractions indicating a larger conspiracy. This was five weapon discharges, four evenly spaced shots over two seconds, a pause and the carefully directed fatal shot. It was a large caliber, short barrel, revolver. I didn't see it, but I recognize the sound of a .357 (possibly a .38, or a .357 loaded with .38 rounds.) There is no body because both criminal units have multiple assistants, and there are no casings at the scene because they are still in the revolver. Many crimes were committed, at the very least weapons discharge within city limits, but most likely attempted murder. The last place these people are going to is the hospital, they know hospitals are required to report shooting incidents, the victim/criminals took took the injured to a safehouse.

This is not Mother's Day, where several Latin American cultures celebrate with the ignition of fireworks and fire crackers. On the previous night three innocent and defenseless teens, including Michael Byune, made the news when they were erroneously gunned down by cops in an Inglewood burger shop parking lot, cops who thought the teens fired at them, which may have influenced these investigating officers.  The call center was also overwhelmed because a simultaneous gang fight at the Normandy Casino.  This is five lead slugs traveling at muzzle velocity and tearing indiscriminately into MY NEIGHBORS - which is absolutely unacceptable.

This is Tijuana Cartel spilling into the territory of L.A.'s finest - failing to serve or protect. This is a failed assassination. If a citizen is willing to stick their neck out to preserve peace and safety, against the armed and dangerous, they deserve to be heard by those charged to enforce peace and safety.

These bad actors certainly aren't abiding by the law. But the cops are.
This situation can be remedied retroactively by legislation.
A federal referendum could require that all cellphones sold or serviced be equipped to provide any and all information capabilities with which they are equipped, to emergency services when properly keyed by it's owner/operator. Investigating officers could even view real time info on their unit monitors.

Allow, nay REQUIRE law enforcement to acknowledge criminal activity while protecting the respondent in a timely fashion, using existing technology, including every manner of evidence uploads after the fact.

SO LET'S GET THE VOTE OUT!  Demand your congressperson and assembly-person, nationally, locally and at the level of state to MAKE THIS LAW!
