HeNe Laser 3 or 4 level System?

I have looked on the net and the only reference I have seen to which
type of system it is said it was a four level system. However,
looking at the energy levels in Siegmans book page 65, for the 633 nm
wavelength it looks like a 3 level system. There just seems to be two
ground states. The Ne atom goes from ground state to 3s state via a
collision and radiativly decays to the 2p state producing a photon at
633nm. The atom then decays to the 1s state and then via wall
collisions to the ground state. So in my eyes its realy just a 3
level system with an intermediate ground state. What do you think?
