CIA ANNOUNCES PANEL ON CHINESE SPYING DAMAGE

WASHINGTON - The CIA Monday announced an independent panel to
assess damage from Chinese nuclear spying, which has caused a
political firestorm in Washington and strained Sino-U.S. relations.

George Tenet, the Director of Central Intelligence, said this would
"provide an outside review of damage assessment which is now being
completed'' by analysts from across the U.S. intelligence
community.

He named retired Admiral David Jeremiah, a former Vice Chairman of
the Joint Chiefs of Staff who left the service in 1994, to head the
independent panel and said other members would be appointed later.

The investigation was called after press reports in the last few
weeks said China had obtained information from U.S. National
Laboratories in Los Alamos, New Mexico in the mid- 1980s that would
help it make small nuclear weapons.

Republican members of Congress accuse the Democratic Clinton
administration of failing to react quickly to prevent further
damage to national security after learning of the leak in 1996,
saying Clinton did not want to upset ties with China.

China has denied the allegations, describing them as a ''farce''.

Premier Zhu Rongji Monday called them a "tale from the Arabian
Nights''. He said he was prepared for a hostile reception when he
visits Washington in April and made clear he would not duck a fight
over sensitive political issues.

Asked about Zhu's denials, President Clinton's Spokesman Joe
Lockhart said, "Well, that's his view.''

Lockhart said the issue would come up during Zhu's visit to
Washington in April.

"I certainly expect this issue will be part of the discussion,'' he
said. Later, he said, "But we have a national interest in engaging
with the government in China and we're going to continue to do that
on a broad range of issues from security to non-proliferation to
trade, to human rights. I believe all of these issues are going to
be on the table.''

He also told reporters he had no "specific'' information about any
continuing Chinese espionage at U.S. nuclear research labs, and
said that after three years of watching the FBI had been unable to
obtain enough evidence to prosecute the scientist fired last week
for not cooperating with the probe.

The espionage issue has been seized on by long-time critics of
fostering closer ties with Beijing and there are signs that a
mistrust of the communist state is already affecting other aspects
of relations.

Two senators Monday voiced disapproval for Chinese entry into the
World Trade Organization, saying they planned to introduce
legislation requiring congressional approval before the United
States signed any deal allowing China to join.

"For some time, we have been troubled by many aspects of the U.S.-
China relationship,'' Senate Foreign Relations Committee Chairman
Jesse Helms, a North Carolina Republican, and Democratic Sen.
Ernest Hollings of South Carolina, said in a letter to their
colleagues.

The internal assessment of damage of the Chinese espionage report
is being led by Robert Walpole, National Intelligence Officer for
Strategic and Nuclear Programs for the National Intelligence
Council.

It is due to complete its work by the end of March and a CIA
statement said its results would be shared with the White House and
Congress.

Admiral Jeremiah's task would be to "ensure that we have made a
rigorous review of all available facts and have come to the
appropriate conclusions,'' a CIA statement said.

Clinton's National Security Adviser Sandy Berger Sunday denied any
attempt to withhold information from Congress, saying the
administration tried to balance a desire to be forthcoming with a
need for secrecy during the investigation.

"I think that we acted appropriately. I think we acted swiftly and
I think we continue to impose on China the strictest of controls,''
Berger said on NBC's "Meet the Press''.

He dismissed as "outrageous'' suggestions that contributions to the
1996 Democratic election campaign which have been linked to China
might have led to a lax approach to Chinese spying.

Arizona Republican Senator John McCain called for a complete
investigation that would cover not only the allegations of nuclear
theft, but technology transfers to China and a possible link to
campaign contributions from China.

A special congressional investigation last year concluded that
there had been damage to U.S. national security in the transfer of
technology and information to China over the last two decades.

Their investigation was triggered by reports of China acquiring
secret missile technology as part of the commercial use of Chinese
rockets to launch U.S. satellites into space.

I don't know if Louie Freeh<sp?> is a ham slammer.
He certainly is a Clintoon butt licker.
When Hoover was director, the FBI was respected.
