Thanks for the help, Ben.
For anyone reading this in the future, I found a way to render this
correctly, using Javascript. I know that's not exactly appropriate for
an HTML newsgroup, but since there doesn't appear to be a way to do it
using pure HTML then I hope you'll forgive me.
I've checked this with IE 5.5 - 8.0, and FF 3.5, and it works fine. It

So are you saying we need a table at the bottom, that completely fills
the remaining height?
I can't see a way to do that reliably. The only way I can think of
still involves using table cells as containers for postioned descendents
which doesn't work in FF.

Also depends a lot on your Usenet provider. I'm using Eternal September and
see very little spam, and what does make it through usually disappears very
quickly.

You'll need a better newsreader, though. Simply blocking Google Groups
kills nearly all the spam. Emphasize *all*.
Normally, there is no point in "blocking sender" as the spammers rarely
use the same From address more than once, so you end up with a huge list

Actually, it isn't, and the difference is the key to understanding one
big problem.

You will get other answers no doubt, but IMO it's basically just
history. All browsers these days that support CSS can render block
inside inline (that's defined in CSS-- see the section on anonymous
blocks) so would have absolutely no problem with rendering DIV in SPAN
at face-value.
Theoretically DIV and SPAN are now born-again "semantic" entities

HTML has its own rules that are independent of CSS. In HTML, you can't
put something that's "block" (a DIV is block in the HTML sense _even if
you make it display: inline_) inside something that's "inline" (a SPAN
is inline in the HTML sense even if it's display: block).
Break those rules and you get validation errors, and, worse, browsers
