Any good quality latex should work, or you can use special masonary
paint. Brush the surface clean, and scrub away any stains. Wet the
surface and paint when slightly damp.

But a lot depends on the existing paint. If oil paint was previously
used then you'll have to do special preparation before painting, and
your paint choices will be more limited.

Use masonary/stucco paint I used a long knap roller to paint approx 750 sq
ft of block wall fencing. 2 coats did me

Dan,
Do you think I should put a masonary primer on it over the
existing paint, or do you think that painting it is fine. And it
looks like you recommend latex paint.... I was thinking semi-gloss (as
it will be kids play room and easy wash up.

Any other thoughts would be appreciated.

How you treat it depends on what's there. Masonary paint is usually
kind of chalky. Oil paint is likely if the paint is more than about 40
years old. Latex paint is likely if the paint is less than 30 years
old. You can generally use latex over raw masonary, masonary paint, or
latex paint. Latex shouldn't be used over oil unless an appropriate
primer is used.

Before painting be sure to scrub the wall well if it is chalky or dirty.

If the wall tends to get at all damp stay away from glossy paint. If
it's dry then semi-gloss should be OK.

we just painted our basement walls with:
LATEX BASE DRYLOKŽ MASONRY WATERPROOFER

We didnt have any waterproofing issues, but it does cover holes and
slight imperfections very well... patch any cracks before you start..
