I am interested in painting over the existing dark paneling in my living room.
What type of primer is best? Should the meeting edges and groves on the
paneling be filled with spackling or caulking? Can I primer the walls and then
texture them to simulate dry wall texture? Are there any home improvement
sites available where I can ask these questions are get help?

This site gives some pretty good pointers on the subject.

getting a drywall look out of existing dark paneling sounds like a great
idea
you may need to touch up paint it after a few months and then again later
if coloration of primer/spackling/etc. surfaces through whatever paint you
use

of course you could go the extra expense and effort and install knotty pine
tongue in groove (4"x8' slats) over the dark paneling for a real wowing
effect

or even trimming our drywall look walls with natural wood

Try alt.home.repair after a google.com search for the topic.
