I have a 1 HP Hayward SP-1500 Pump that has developed a high pitch whine.
Will it do this if the seal is bad or is it the motor? I ran the motor
without the pump assembly and it does not whine. It only whines when under
load (i.e. pumping water).

Could be a couple of things that I have seen, depending on what
the noise
sounds like:

1. The leaf basket is full or clogged

2. There is something stuck in the impeller. Take the impeller
apart.
Mine has a single metal band around it with a large plastic
knob. It's
between the pump motor and the leaf basket.

Could be the motor bearings, most common source of whine. Easiest way to
tell is swap another motor in.

I have had very good luck oiling motor bearings with 3in1 Oil. I don't
know if it's the best to use, however if the bearings are going bad you
might get another few months to a few years use out of them.

Chances are this motor has sealed bearings. You can use a dental pick
to gently pull the seal away on one edge and if there is grease in it
then it's ok. If it looks rusty then the grease is likely all gone and
oiling may help. If this is case, you might want to call a bearing
supply house and ask about an appropriate lubricant, or perhaps inquire
about a replacement bearing.

My personal experience with my pool pump is that it makes more noise
when
the filter / skimmer baskets / pump basket needs cleaning.
