I'm going to have a painter come paint my 2 story home. Part of the
roof has some steep pitches (not sure how much) where the painter will
have to walk upon to do his job. If the roof is too steep, how do
they do their job and does it involve punching nails or fasteners thru
my composition roofing material and if so, do they normally plug the
holes? I obviously don't want any roof leaks from the paint job.
If it matters, I hired a real painter not a handyman tho I had access
to one.

No good painter is going to put holes though your roof.

Why would one notifiy the homeowners insurance company about intent to paint
the exterior of the house?

So that your insurance agent could explain what might happen if an
un-bonded workman became injured while painting your house.

I also call the State and check whether the license/bond/insurance is
still in force.
