I've read Duncan Campbell's Echelon reports and they're quite
convincing but; if Echelon is so good, how come all the heavyweight
villains, terrorists, drug dealers et al are still running around,
seemingly untouchable?

Have you ever seen any of the above *not* talking on a mobile phone?

Most drug dealers are caught by intrusive surveillance. The police only
claim they are tipped off, etc. Terrorists are a different matter.
