Side stepping your question a bit ----,
I'm pretty sure no majority (them, or USA)
population, elected officials, business etc.
wanted that.

And, certainly plenty of words on the record,
about "self determination".

Well They would have had a huge influnce in the house as they have a
huge population, bigger than any other. this would be balanced out by
the fact that they still only get 2 senators. of course a large number
of philinos could possibly flood into the continetal US looking for
work.
