The UN has not had such power, and is unlikely to gain it in future.
The Vatican has not had such power since Italian revolutionaries took
down the Papal States.

happen in the future.
European Union definitely isn't a nation, but politically and
economically, maybe militarily in the future, Brussals wields more
power than most nations. And Vatican is a soveign country, a very very
small one, but a country nevertheless
