I think the Democratic Party could nominate Dick Cheny and win, this
time around. Or rather, the Republican Party woud find a way to lose.
But if McCain does win? That would depend largely on who was running
the Executive Branch.

You're thinking only of relatively recent times. Both parties have had
periods in which they seemed incapable of winning the Presidency or
gaining Congressional majorities.
I don't think either will go the way of the Federalists and the Whigs
anytime soon. But I do think the Republicans are in for a dry spell.
Which will last till the Democrats figure that staying in power is a
no-brainer, and act on that.

(And I can see a President McCain. He polls pretty well vs Obama,
there is no sign the press is planning to disengage their lips from
his buttcheeks, and PT Barnum's dictum remains in force.)

No. It doesn't require senility to leave messy details like making
decisions to underlings, while you enjoy having a high-prestige job.

I don't believe that McCain would be in charge if he were elected
