More likely for there to be something which is to the USSR as the Holy
Roman Empire was to the original Roman Empire.

Inventions have even more impact.
Lester Del Ray's Nerves is a fine tale, with science that we have not
quite caught up with, but with 1950's or earlier operator telephone
switchboards. Similar things have injured stories in the last 10 or so
years. Lost civ? Google it. Lost Hero? where is his cell phone?
Superman? Can not change in a cell phone. Etc.
