IMHO, so-called "rules of war" often mean nothing when either one side is
about to lose everything (get wiped out, then it does anything to survive)
or one side believes it has such military superiority that no one can
prosecute it for war crimes (as it concocts various "interpretations" of
law to sooth it's own citizenry).
The U.S. can thumb it's nose at anyone.
