HELP! I need to make an EGYPTIAN KILT!!

Does anyone know HOW exactly you do this correctly? (And wuickly)?
It has to look like the one in the picture at:

Believe it or not, I can;t find it in any of the books I have, yet it should be
so simple! (I would think).
